The vacated Simon A. Sanchez High School campus in Yigo on Nov. 8, 2024. Due to the unsafe conditions at the school, students who would have normally attended classes at this campus, are now assigned to double session learning at the John F. Kennedy High School campus in Tamuning.

Procurement to build a new Simon Sanchez High School campus opened on Friday with the request for proposal documents now available to interested firms.

The Office of the Governor, in partnership with the Department of Public Works, the Guam Department of Education, and the Guam Economic Development Authority announced the critical next steps in the development of the new Simon Sanchez High School.

The RFP documents became available on Friday, March 28.

A mandatory pre-proposal conference and mandatory site visit have also been set on April 4. The pre-proposal conference is at 9 a.m. and the visit is at 2 p.m.

Interested and qualified developers now have access to the official request for proposal documents. These will be available through the DPW Contract Administration Technical Services Office, located on the Ground Floor of the TMC Building.

“These upcoming milestones mark a major step forward in delivering this long-awaited project. The release of the RFP and the pre-proposal conference provide essential opportunities for potential partners to fully understand the scope, expectations, and transformative impact. We strongly encourage all interested firms to participate,” DPW Director Vince Arriola said in a release.

The Simon Sanchez High School project represents a cornerstone investment in Guam’s educational infrastructure and a significant boost to the island’s construction and design sectors, Adelup said.

The selected developer will be responsible for financing, demolishing existing structures, and designing, building, and maintaining the new school facilities.

“This initiative reflects the administration’s continued focus on modernizing Guam’s public schools and ensuring future generations have safe, innovative, and inspiring learning spaces,” Adelup said.

Gov. Lou Leon Guerrero encouraged all interested firms to participated in the upcoming events and “help bring this long-awaited project to life.”

“This will be a historic building that finally delivers the long-overdue facilities that the home of the Sharks deserves. The students of Simon Sanchez, and the families and staff who have endured years of delay, deserve a school they can be proud of,” Leon Guerrero said.

Announcement of the bid comes over 10 years after construction of a new Sanchez campus was authorized in local law.

The governor, at a town hall for Simon Sanchez High School last May told Sanchez “Sharks” that the government would get a new school built in three years.

The project will be a lease-leaseback, where the winning bidder covers the financing and then leases the building back to the government for up to 30 years, according to the release.

A bid award is anticipated for June by the Department of Public Works, which is handling the construction project for the government, the release stated.

The governor has said the high school served one of the island’s largest districts, and the prolonged “dormancy” was impacting students, educators, and the families of the Sharks and their hosts at the double-session John F. Kennedy High School.

Sanchez and JFK have been on a double-session schedule since Typhoon Mawar smashed the old Sanchez campus in May 2023.

The Department of Public Works for several months has been working with the Guam Department of Education, the Simon Sanchez administration, the attorney general’s office, and industry experts to refine the request for proposal, Adelup stated in the release.

The new 300,000-square foot Simon Sanchez High School will accommodate 2,000 students and 150 faculty and staff, Adelup stated.

It listed the following features:

  • State-of-the-art facilities, including modern classrooms, administrative offices, and covered walkways.
  • Comprehensive site development, with sports facilities, landscaping, and irrigation system.
  • Specialty spaces, such as a JROTC building, a multipurpose auditorium, a cafeteria, and an audio-visual and theater system.
  • Sustainability elements, including a photovoltaic solar energy system and a rainwater catchment system.
  • A dedicated Credit Recovery Building and fully furnished classrooms equipped with the latest technology.

No developer wants to take on this task, for they know GovGuam,will either renege on

there contract or they don't give them there money! Make sure it is bonded!
