Uzbekistan to start again optimizing number of employees of the public administration system 

The President signed an order “On organizational measures to develop a program of administrative reforms in New Uzbekistan for 2022-2023”. 

The above document was adopted in order to ensure the well-being of the population by increasing the efficiency of government bodies and khokimiyats, as well as creating a “mobile government apparatus”.

According to the order, the priority directions in the development of proposals for the draft of a new program of administrative reforms in Uzbekistan are:

- determination of the status of government bodies;
- reduction of repetitive tasks and functions;
- a clear definition of the boundaries of responsibility of deputy managers in the context of areas;
- optimization of the staffing units of ministries and departments;
- automation of the management process, complete digitization of office work;
- implementation of the “Open department” project;
- eradication of unnecessary red tape for citizens through full digitalization;
- transfer of certain functions of ministries and departments to the non-state sector;
- provision of services to the population on the basis of the “Single window” system by placing territorial subdivisions of the relevant ministries and departments in one administrative building;
- full implementation of personnel recruitment on a competitive basis and in conditions of wide competition;
- implementation of “collective influence” on personnel who do not work on themselves and is not responsible;
- maintaining a unified personnel rating in ministries and departments;
- development of a guaranteed package of free services and tools that civil servants receive;
- improvement of the system of open and transparent holding of tenders and competitions;
- increasing the role of kengashs of people’s deputies in solving existing problems in mahallas;
- formation of the deputy corps, acting on a permanent basis in local representative bodies;
- a clear definition of the boundaries of powers of khokims, their deputies and advisers.

It should be recalled that in April of this year, the President signed a decree “On optimizing the structure and reducing the number of staff members in government and administration bodies”. The document approved the proposal of the republican commission, which provides for the optimization of up to 15% of the number of management personnel and the determination of the updated maximum number of state power and management bodies, their departmental and territorial divisions.
